On Sunday, at a reception at the Studio Channel Islands Art Center, Congresswoman Julia Brownley (D-Westlake Village) announced that William Schloetel, an 11th grade student from Moorpark High School, was the 26th Congressional District’s winner in the 2014 Congressional Art Competition.
