Chairwoman Rosa DeLauro announced that the House Committee on Appropriations will be accepting Community Project Funding (CPF) requests from Members. This is in addition to the standard programmatic and language-based requests. Each Member is limited to no more than 15 Community Project Funding requests across all subcommittees for Fiscal Year 2023 and there is no guarantee that all requested projects will be funded. The FY2023 CPF process has a limited scope with combined earmarks capped at 1% of all discretionary spending and eligible accounts restricted to those listed in the table below.

Please note:

  • Congresswoman Brownley will NOT accept CPF requests for projects outside of CA-26.
  • All projects must meet the relevant statutory and administrative criteria for funding through the grant program under which it is submitted.
  • A request submitted to Congresswoman Brownley does NOT guarantee the project will be selected.
  • The selection of a project does NOT guarantee it will be funded by the Appropriations Committee.
  • The Committee will NOT provide cost-share waivers and grantees are legally responsible for meeting the non-federal cost share requirements and all other applicable grant criteria.

Staff may follow up for additional information to support the CPF request such as budget justification, documentation of community support and need, or proof of ability to meet match requirements once an initial request is submitted.

The deadline for submitting CPF requests to Congresswoman Brownley is April 13, 2022.

Eligible Entities & Projects

Only state and local government entities, public institutions, and non-profit entities are eligible to submit and receive funding through CPF. Funding cannot be directed to for-profit entities and will not include waivers for State or local match requirements. While matching funds do not have to be in-hand prior to the request, requesting entities must have a plan to meet such requirements for the project to be viable. Additionally, each submission must be for FY2023 only and cannot include multi-year funding requests. The Committee will only consider projects with demonstrated community support in the form of: letters from local elected officials; press articles highlighting need; support from newspaper editorial boards; mentions on State intended use plans, community development plans, or other publicly available planning documents; resolutions passed by city councils or boards; etc.

The FJC currently serves roughly 2,000 crime victims per year with wraparound services under one-roof.  Partnering with the City of Oxnard and the City of Port Hueneme, the County of Ventura will establish a satellite FJC in Oxnard to help crime victims in that community and the surrounding unincorporated areas. The requested $1,500,000 would be used to pay equipment and staffing costs of local service providers to provide culturally competent one-on-one counseling, services, and outreach for victims of domestic violence, sexual assault, child abuse, elder abuse and both labor and sex trafficking.

This plan called PHRESH (Port of Hueneme, Reducing Emissions, Supporting Health) would be a robust program planning document comprised of existing emissions inventories, future emissions reduction strategies assessment for pathways to ZE, goal setting for timelines of emissions reductions and transitions to future zero emission operations. This PHRESH Plan would have a solid quantified foundation as it would build on the technical outputs from an ongoing two-year zero emission technical assessment Blueprint to Decarbonization Plan currently underway. In addition, PHRESH would include a robust social equity element that would help ensure that the goals and vision of the plan, as well as the public process of developing plan along with the implementation of the plan all incorporate inclusive equity elements.  This would include measurement and analysis of the implementation of the plan and policies to ensure that strong equity outcomes are achieved. The $375,000 requested would help the Port complete the plan. The project would be developed in coordination with Ventura County Air Pollution Control District (VCAPCD) proactively together, including joint work on goal setting and strategy implementation and funding assessments. The type of proactive CAAP between and Port and an air quality regulatory agency would be the first of its kind.

The $1,875,000 in federal funds will go toward the design, construction, and installation. The MSC is considered critical infrastructure to our community. The MSC supports utility services such as water and wastewater, street and landscape maintenance, as well as public buses and fleet.  MSC serves as one of the City’s primary emergency operations centers. Microgrids provide resilient power supply during natural disasters and for emergency operations. A microgrid system will utilize onsite solar energy production during power outages and reduce the need for diesel generator use and thereby reduce greenhouse gas and air pollution emissions.

The $4 million request will be used to replace the deteriorating concrete bridge that crosses diagonally beneath the intersection of Las Posas Road and Ventura Boulevard in the City of Camarillo, California. The intersection is located just south of the U.S. 101 Las Posas Road southbound off ramp and receives an average of over 32,000 vehicles per day, connecting U.S. 101 to the Camarillo Airport, regional commercial and shopping districts, agricultural farmland, the Naval Base Ventura County, and Port of Hueneme. Las Posas Road is listed on both the National Highway System and the Strategic Highway Network. The proposed project will replace the bridge in its entirety and include an extension necessary to keep the intersection open during phased construction. This extension will also be used to bring the existing bridge up to current standards for pedestrian and bicycle use.
