    Brownley Introduces BEST Act to Encourage Bilingual Proficiency Among High School Students and Improve U.S. Workforce Competitiveness

    Today, Congresswoman Julia Brownley (D-CA) reintroduced the Biliteracy Education Seal and Teaching (BEST) Act. The bill establishes a federal grant program to help states create and implement a Seal of Biliteracy program that encourages and recognizes high school students who achieve proficiency in both English and at least one other language to better enable young people to compete in the global workforce.

    Health Care Shouldn’t be a Battle for Female Vets

    The first female combat veteran was wounded in action in 1782 while serving in George Washington’s army during the Revolutionary War. Deborah Sampson, disguised as a man, was shot twice in the leg. Terrified she would be discovered, she removed one of the bullets herself. Her leg never fully healed. After the war, she married and became a mother. While Congress granted her a pension in 1805, Deborah Sampson continued to struggle with the long-term health impacts of her combat wounds for the rest of her life.

    Congresswoman Julia Brownley (D-CA), a member of the Select Committee on the Climate Crisis, today introduced legislation to take an important step forward in addressing climate change by helping cities and states across the country transition to cleaner public transit systems, including mandating that all new buses purchased with federal funds be zero-emission by 2029.
