In the House, Rep. Julia Brownley, D-Calif., who is the ranking member for the Health subcommittee on the House Veterans’ Affairs panel, is leading the resolution with Rep. Mark Takano of California, the top Democrat on the House Veterans’ Affairs Committee. But the resolution is unlikely to get a vote there, given that House lawmakers face a higher bar than senators to successfully force a floor vote.

Congresswoman Julia Brownley (CA-26), Ranking Member of the House Veterans’ Affairs Subcommittee on Health, released the following statement denouncing Senate Republicans’ votes to block a joint resolution of disapproval under the Congressional Review Act (CRA), which would have overturned the Trump administration’s near-total ban on abortion care and counseling for veterans who receive healthcare from the Department of Veterans Affairs (VA).

Since 2013 Brownley has represent­ed a large portion of Ventura County and parts of western Los Angeles County in Congress. The seven-term representa­tive made three stops to dispense federal largesse for fiscal year 2026: $850,000 to the City of Calabasas for its Citywide Green Streets Project; $850,000 to the City of Agoura Hills for its Affordable Housing Microgrid Project; and $1.092 million to the Thousand Oaks-based Calleguas Municipal Water District for its Lake Bard Pump Station Project.

Rep. Julia Brownley, a Thousand Oaks (Ventura County) Democrat who identifies as Episcopalian, noted that the United States was founded by people fleeing religious persecution. She said in a statement that politicians failing to respect the full scope of faiths across the country “undermines the very promise of America.”

Congresswoman Julia Brownley (CA-26) joined New Democrat Coalition Trade & Tariffs Task Force Chair Don Beyer (VA-08), Former New Dem Chair Rep. Suzan DelBene (WA-01), and 44 New Dems in a letter to the Trump administration demanding answers and transparency on their plans to refund the $175 billion in illegal tariffs that raised the cost of groceries, household goods, housing, and everyday life for working Americans. 

Congresswoman Julia Brownley announced that she will not attend tonight’s State of the Union. While she holds deep respect for the institution of Congress and the responsibility it carries, she said she cannot participate in what has become a platform for President Donald Trump’s continued assault on the Constitution, the rule of law, and the American people.

I am infuriated that ICE is using taxpayer dollars to brutalize and kill Americans. No one should have to live in fear. I voted NO to granting ICE billions of taxpayer dollars without proper oversight, and now I am demanding that DHS implement common sense guardrails to protect the constitutional rights of all of us. The violence must stop.

Individuals with disabilities are legally entitled to accommodations that meet their specific needs, including those detained by ICE.
