Today, Congresswoman Julia Brownley (D-Westlake Village) released the following statement on the final bipartisan conference report for the National Defense Authorization Act (NDAA) for Fiscal Year 2020. Brownley served as a conferee for the House Veterans’ Affairs Committee. The final agreement also included a number of provisions authored by Congresswoman Brownley.

Today, Congresswoman Julia Brownley (D-CA) and Congressman Rodney Davis (R-IL) introduced the Continuity for Operators with Necessary Training Required for ATC Contract Towers (CONTRACT) Act of 2019. This legislation would eliminate financial disincentives that make it hard for federal contract towers to recruit and hire trained, well-qualified, retired FAA controllers.

Today, Congresswoman Brownley (D-Westlake Village) introduced the Green Energy for Federal Buildings Act, which would require the federal government to increase the amount of renewable energy it consumes to 35% of its total electricity by 2030, 75% by 2040, and 100% by 2050. This bill would also encourage – to the maximum extent possible – that the federal government use renewable energy that is produced on-site at federal facilities, on federal lands, or on tribal lands.

Today, Congresswoman Julia Brownley (D-CA) and Congresswoman Elise Stefanik (R-NY) introduced the bipartisan Protecting Social Workers and Human Services Professionals from Workplace Violence Act, which seeks to address the safety needs of social workers and health care professionals by establishing a grant program for social, health, and human service professionals within the Department of Health and Human Services (HHS) to fund the implementation of state and tribal workplace safety programs. Senator Kyrsten Sinema (D-AZ) and Senator Lisa Murkowski (R-AK) introduced companion legislation in the Senate.

Today, the U.S. House of Representatives passed the Deborah Sampson Act, legislation authored by Congresswoman Julia Brownley (D-Westlake Village), which will address inequities and barriers that women veterans face when accessing VA care and benefits. The bill is named after a Revolutionary War veteran, Deborah Sampson Gannett, who served in the Continental Army from 1782-1783 and was awarded a full military pension for her military service after years of petitioning Congress.

Today, the House Veterans’ Affairs Subcommittee on Disability Assistance and Memorial Affairs (DAMA) held a hearing on the Protect Veterans from Financial Fraud Act (H.R. 592), authored by Congresswoman Julia Brownley (D-Westlake Village). This legislation will ensure that veterans are better protected from fraud and abuse.

Today, Congresswoman Julia Brownley (D-Westlake Village) announced that U.S. Department of Veterans Affairs (VA) has awarded a lease for a new 41,000-square foot Community-Based Outpatient Clinic (CBOC) in Ventura County.  Congresswoman Brownley’s bill authorizing VA to move forward with this facility passed Congress in 2017.

Conferees are responsible for resolving differences between the House and Senate-passed versions of the defense authorization legislation before it is brought back to the chambers for a final vote. Brownley was appointed by Speaker Pelosi because of her steady and consistent leadership on national defense and veterans’ issues.

Today, Congresswoman Julia Brownley (D-Westlake Village) and Assemblymember Jacqui Irwin (D-Thousand Oaks) held a press conference to discuss the importance of implementing firearm suicide prevention legislation. Brownley and Irwin were joined by Ventura County Public Health Director Rigoberto Vargas, Ventura County Sheriff Bill Ayub, and James Espinoza, a suicide prevention advocate.
